This Law is applicable to the “Smart Dubai office” established under Law No. 29 of 2015 which is referred to as a government department, and enjoys a legal personality with a capacity to achieve its objectives and carry out functions assigned to it under this law.
Objective of this department:
- Enhance Dubai’s innovation status and support its efforts to transform the city into a smart city.
- Contribute to maintaining a high-quality level when providing services to members of the community and its various groups.
- Ensure the happiness and well-being of all members of society through the use of modern technologies.
- Facilitate and stimulate the economic cycle of Dubai by facilitating the exchange of transactions and data between the government and private entities, which is to be done electronically.
- Raise the level of effectiveness and efficiency in the performance of the government by enabling governmental agencies to automate their business, activities and services.
- Enhance public confidence with regard to reliance on smart services.
Achievement of objectives:
The department shall set a smart transformation plan, policies supporting it, and programs and initiatives in the field of information technology, to ensure the smart transformation of government agencies and the continuity of creativity and innovation in this field, and submitting them to the Executive Council for approval. The department shall also oversee all issues related to information technology and smart transitions with government agencies in coordination and cooperation with the General Secretariat. Additionally, the department is also to develop and manage joint government systems, projects, programs and unified applications of government agencies, in a manner that supports smart transformation, in coordination with the relevant government agencies.
Moreover, the Smart Department shall establish partnerships with the concerned authorities inside and outside Dubai to take advantage of the best practices applied in the field of smart transformation, enabling the department to support its efforts in achieving its goals and carrying out its functions, and approve certain plans and budgets. Also, encourage public and private entities to engage in the smart transformation and create a portal for smart applications, and supervise its operation and development.
Furthermore, the department should develop performance indicators related to the information technology sector to measure the extent of commitment in the application of public policies, strategies, initiatives, projects and standards related to the smart transformation, in coordination with the General Secretariat and in a manner that does not conflict with the performance indicators for government services and public services.
The Director General shall oversee the work and activities of the Smart Department. However, the Director General shall also exercise certain functions such as propose the Department’s General policy, strategic plans and smart transformation plan, present it to the Executive Council for approval and supervise its implementation. He/shall also approve initiatives, programs, projects, studies and recommendations related to the department’s activities which would enable it to achieve its goals.
Finally, the Director General shall also prepare the department’s annual budget project and final account, and present them to the competent authorities in Dubai for approval.
The Department may, in order to carry out the functions entrusted to it under this law, seek the assistance of any government entity it deems appropriate, and these bodies shall cooperate fully with the Department and provide the necessary support to it to enable it to achieve its objectives.
